This report follows the viral video posted by content creator Nick Shirley, known for his controversial takes on immigration and Islam, which claimed to expose rampant fraud among Somali-run child care facilities. His video—having garnered an impressive 3 million views on YouTube by Friday—has been shared widely, including endorsements from high-profile individuals like Vice President JD Vance and Elon Musk, who previously led the Department of Government Efficiency.
Shirley's 42-minute exposé, released shortly after Christmas, rapidly escalated the situation, leading to increased immigration enforcement, suspension of federal funding, and intensified criticism directed toward the Somali community from figures such as former President Donald Trump.
In light of these developments, the state agency cautioned against the spread of “unverified or misleading claims” and the misuse of tip lines, stating that such actions could hinder investigations, endanger families and child care providers, and fuel negative narratives surrounding immigrant communities in Minnesota.
The Department of Children, Youth, and Families reiterated its commitment to conducting thorough, fact-based reviews aimed at curbing fraud, safeguarding children, supporting families, and minimizing disruptions in communities that depend on these vital services. Following the video's release, Health and Human Services took the measure of freezing all child care payments to the state pending review, in conjunction with ongoing investigations by the FBI and the Department of Homeland Security regarding the fraud allegations.
Health and Human Services Secretary Jim O’Neill has demanded a detailed state audit for the child care centers implicated in the video, announcing that all future payments from the department’s Administration of Children and Families will require substantiation through receipts or photographic evidence. The allegations primarily involve funds from the Child Care Assistance Program (CCAP) for the year 2025, with the report detailing funding received by the centers featured in the video, amounts ranging from $470,000 to a staggering $3.6 million, collectively surpassing $17 million.
Interestingly, it's worth noting that one of the centers highlighted in Shirley's video has been closed since 2022. The CCAP program does not accept applications directly from day care centers; rather, it is designed for qualified working parents and eligible caregivers who earn below a specified income threshold to apply directly to the state for assistance, which is then paid to the respective child care center.
This latest wave of accusations is part of an ongoing saga involving fraud scandals linked to state social service programs, which have included providing meals to underprivileged children during the pandemic, Medicaid housing support, and other critical safety nets for struggling families. These issues date back nearly ten years and have particularly targeted allegations of fraud within the Somali community, notably concerning the nonprofit organization Feeding Our Future, which prosecutors allege falsely claimed to deliver meals to needy children during the COVID-19 crisis. Since 2022, numerous individuals—many of whom are of Somali descent—have faced federal charges related to these matters.
