The Cost of Clean Energy: How New Charges Impact Consumers (2026)

A bold statement: The energy transition, a crucial step towards a sustainable future, should not burden consumers with additional costs. This is the core issue that an advocacy group, Partners for Affordable and Reliable Energy (PARE), is highlighting.

PARE, an advocate for affordable energy, believes that the recent approval of new charges by the Energy Regulatory Commission (ERC) goes against the very mission of making renewable energy (RE) accessible and affordable for all.

But here's where it gets controversial...

The ERC recently greenlit the National Transmission Corp.'s (TransCo) application to collect the Green Energy Auction Allowance (GEA-All), which will appear as an extra line item on customers' electricity bills starting next January. This charge, at a rate of P0.0371 per kilowatt-hour, is expected to generate a significant amount, P5.7 billion, to fund incentives for new RE projects.

And this is the part most people miss: these new charges are not just about supporting RE projects. They also ensure long-term, stable revenue for these projects through 20-year power supply contracts.

In addition to GEA-All, the ERC also approved another TransCo application for a Feed-in Tariff Allowance (FIT-All), which, although reduced from the current rate, still adds to the overall cost for consumers.

PARE's Chief Advocate Officer, Nic Satur, Jr., emphasizes that these additional charges, especially for low-income households and those in rural areas, can exacerbate the already rising electricity prices and further strain their budgets.

ERC Chairman Francis Saturnino C. Juanhas justifies these incentives as a way to support the entry of new capacity into the Wholesale Electricity Spot Market (WESM), which, in turn, will reduce the price at the WESM.
